Two Chicago police officers hold spots at the top of the list for the most misconduct complaints. During their time in the force from 2001 to 2006, they received more than 50 complaints each. Other than verbal warnings, they were not disciplined for any of their misconduct.
In addition to general impropriety, these officers were discovered to have stolen funds amounting to hundreds of thousands of dollars from suspected drug dealers. One of the officers served a short sentence for cooperating with authorities; the other, having plotted to kill another officer, is still in prison.
